Prepare National Pollution Discharge Elimination System permit applications and Water Management Plans in collaboration with coal bed methane producers to obtain water discharge and petroleum development permits and state Department of Environmental Quality and federal Bureau of Land Management. Conducted and prepared Phase I Environmental Site Assessment reports on operating oil and gas production well pads. Prepared hydrogeology portions of federal Environmental Assessment required for permitting of proposed new oil field development project. Prepared Use Attainability Analyses to petition State for alternate NPDES surface water discharge limits for oil producers' discharges. Planned and implemented investigation of former refinery subsurface contamination under State Voluntary Remediation Program.
2000 – 2003, 1989 – 1993, The RETEC Group, Inc., Project Hydrogeologist
Planned and implemented investigation and correction of petroleum hydrocarbons and hazardous organic chemicals at RCRA, CERCLA, and state-regulated industrial sites. Project work experience included technical and regulatory guidance and service for oil refineries, wood treating, and mixed waste sites throughout the U.S. Prepared comprehensive subsurface investigation reports (RCRA Facility Investigation Reports). Developed and implemented work plans for investigation (including exploratory drilling) and monitoring of primarily light non-aqueous phase liquid (LNAPL) and groundwater. Characterized and defined site hydrogeology, and determined subsurface controls on migration of LNAPL. Estimated costs for proposals and work plans, and annual budgeting for ongoing projects. Developed and implemented field procedures for safety and quality assurance/quality control. Designed and maintained water and soil quality data management systems for client regulatory reporting requirements.
